Customers may encounter an issue disabling a user. The error message given indicates that the user is a responsible party for a workflow. When investigating, the responsible party is on the closed step of the workflow definition.
To make troubleshooting this issue easier to learn, this article is split into three sections so that you can either walk through the steps in sequence or you can jump to the section relevant to what you are finding:
1. Issue Experienced

The customer will receive an error message when trying to disable another user via Administration>Personnel. The message states that the user is a responsible party on a step for a workflow. Upon looking at the workflow definition, it is determined that the user is the responsible party on the closed step. This can occur when a step with a responsible party has been changed to the closed step.
2. Resolution
This section will provide the resolution for disabling a user who is listed as a responsible party on a closed workflow step.
- After determining that the closed step is the step with the user as the responsible party, a user with admin permissions will need to take the workflow definition offline.
- Once offline, temporarily make another step the closed step. Then go to the previous closed step and remove the responsible party. This step can then be added back as the proper closed step.
