How to Address Issue Where Responsible Party on Workflow Has No Route Options

Customers may encounter issues where the responsible parties on a workflow instance do not have route options.
To make troubleshooting this issue easier to learn, this article is split into three sections so that you can either walk through the steps in sequence or you can jump to the section relevant to what you are finding:
1. Issue Experienced
This section will explain what occurs when the customer is experiencing the issue.
The customer will have noticed they do not have any route options they would expect to have from an instance that they are now assigned to.
Before doing a lengthy investigation, make sure the workflow is online and the responsible party assigned is on the first step and has instance access.
2. Resolution
This section will provide the resolution for not having any route options.
The Inbox item is not in the UG_InboxItems for that particular responsible party. This can be caused for numerous reasons but one frequent one is the disabling of a user in the middle of the workflow instance.
The best option if this issue occurs is to have a user with Alter Workflow Instance permission to move the workflow instance forward.
